Consistent with findings others, our results indirectly necessary, but not sufficient unless accompanied by good governance equitable access. Equitable systems ease effects presumably they allow states reach treat people more effectively. Spending aimed increasing system capacity thus seems a sound strategy fighting spread disease, ultimately benefiting us all.
